Rule 17
Grant or cancellation of appointment letter

(1) The following officer shall issue a letter of appointment or cancellation of appointment to the following civil servants:-
(a) Gazetted civil servant to Secretary of the Ministry concerned with the service, group or sub-group,
(b) Authority to gazetted and unranked employees.
(2) According to sub-rule (1), when giving an appointment letter to a civil servant, the concerned officer may also specify the date on which he should be reinstated. If a specific date is set for reinstatement, on the same date and if no date is specified, the relevant employee shall be reinstated within thirty-five days from the date of receipt of such appointment letter excluding the travel deadline.
(3) The appointing authority may cancel the appointment letter of a civil servant who does not return within the period specified in sub-rule (2) except if he/she has given sufficient information due to circumstances beyond his/her control. The information that the appointment letter has been canceled should be given to the Public Service Commission.
(4) For the purposes of sub-section (7) of Section 18 of the Act, in the appointment letter given to gazetted and unranked employees under sub-rule (1), In the case of gazetted first class posts in the development sector recommended by the Public Service Commission and in the case of other gazetted and unranked posts, The date of completion of the five-year period in the zone recommended by the Service Commission should also be mentioned.
